Fiat Chrysler is the second major automaker this year to admit failing to report claims under the Early Warning Reporting system.
In announcing the penalty, Transportation Secretary Anthony Foxx said it was meant as a signal to Fiat Chrysler and other automakers “to move toward a stronger, more proactive safety culture.”Under the settlement, Fiat Chrysler is required to turn over the missing data to the traffic safety administration within about six months.
But neither the automaker nor the safety agency would say or give an estimate of how many deaths and injuries had not been reported.

WASHINGTON Two months after receiving a record $105 million fine for lapses in U.S. auto safety recalls, Fiat Chrysler Automobiles NV (FCHA.MI) faces new problems over lax safety reports that could lead to additional financial penalties for the Italian-U.S. automaker.
Federal regulators said on Tuesday they uncovered an apparent discrepancy at Fiat Chrysler in Early Warning Report data that automakers must provide to the National Highway Traffic Safety Administration under federal law.
Neither Fiat Chrysler nor NHTSA identified the vehicles involved and it was not clear whether the under-reporting would have triggered a recall if identified earlier.
Early Warning Reports provide data that could identify safety defects and ultimately lead to recalls.
